Benefits Enrollment

Eligble employees are enrolled into insurance benefits upon hire and/or during an applicable open enrollment period. You can find which plan(s) you are enrolled in through Employee Online.

  • The 2026 SEBB Open Enrollment period is October 27 through November 24, 2025. Enrollments, changes, and premiums are effective January 1, 2026.

    The annual open enrollment period is your opportunity to change your medical/dental/vision plans, add or remove a dependent, enroll in FSA/DCAP, waive your enrollment (if you have other employer-based group medical coverage), or enroll in medical coverage.

    Open Enrollment Resources:

  • In the event of a special enrollment event (marriage, birth/adoption, divorce, loss of other coverage, etc.) outside of the regular open enrollment period (October 27-November 24), employees have 60 days from the date of the event to make changes to medical, dental and vision benefits through Benefits 24/7 by selecting the Special Open Enrollment tab at the top of the webpage.

  • SEBB Benefits 24/7 is used to enroll in benefits and change benefits during an open enrollment period. Google Chrome is the preferred browser for the SEBB Benefits 24/7.

    Below are the steps to create and/or reclaim your username/password for Benefits 24/7:

    1. Visit Benefits 24/7, and click the green "Log into Benefits 24/7" button under "Subscriber/Benefits administrator." You will be directed to SecureAccess Washington (SAW).
    2. Click "Sign up."
    3. Enter your:
      • Name
      • Personal email address
      • Username
      • Password
      • Remember to save your username and password.
    4. Check the box to indicate you are not a robot.
    5. Click the Submit button.
    6. Follow the link to activate your account.
    7. Check your email for a message from SAW.
      • Click on the confirmation link, then close the account-activated browser window that opens and return to your original window.
      • Follow the instructions on the screen to finish creating your account.
    8. Watch for your code. After you log in to SAW, you will be prompted to add multifactor authentication (MFA). Select how you'd like to receive a code. The system will send you a code.
    9. Enter the code and click Submit.
    10. You will be sent back to Benefits 24/7. Follow the steps under "Log in to Benefits 24/7."
    11. Now you can log into your SEBB account:
      1. Enter your:
        • Last name
        • Date of birth
        • Last four digits of your Social Security number
      2. Click “Verify my information.”
        • If you have logged in to Benefits 24/7 before: You'll be directed to your dashboard.
        • If this is your first log in: After you click “Verify my information,” select your security questions and add answers. You will be directed to your dashboard.
        • If you forgot your SAW user name: Log in to Benefits 24/7. You will be redirected to SAW. Click on “Forgot username.” Enter the email address you used to create the account, and your username will be emailed to you.
  • KSD participates in the School Employee Benefits Board (SEBB) through Washington’s Health Care Authority (HCA). Eligible employees pay a portion of their medical care cost through monthly payroll deduction. All employee health insurance plans and premiums include dental and vision benefits. Our insurance package includes:

    • Medical care
    • Vision care
    • Dental care (please note: Delta Dental of Washington offers two distinct dental plans through SEBB: DeltaCare, which is a managed-care plan, and the Uniform Dental Plan, which is a preferred provider organization [PPO] plan)
    • Basic Life Insurance and Accidental Death and Dismemberment (AD&D) Insurance
    • Long-Term Disability (LTD) plan

    To enroll in your medical, vision and dental benefit coverage as a new benefits eligible KSD employee or during an open enrollment period, you will use Benefits 24/7.

  • Eligible employees are automatically enrolled in life and accidental death and dismemberment (AD&D) insurance. You do not need to provide evidence of insurability (proof of good health). There is no cost for this coverage.

    • Basic life insurance covers you and pays your designated beneficiaries in the event of your death.
    • Basic AD&D insurance provides extra benefits for certain injuries or death resulting from a covered accident.

    Employees may also enroll in supplemental life and supplemental AD&D insurance at the employee’s expense. You may enroll in supplementary life insurance at any time, however, you must provide evidence of insurability if applying 31 days after you become eligible for SEBB benefits or if changing benefits 60 days after the date of eligible change.

  • LTD insurance protects a portion of your salary if you are unable to work due to serious injury or illness. When you enroll in LTD coverage, it pays you a percentage of your monthly earnings if you become disabled.

    • If eligible, you will automatically be enrolled in employer-paid LTD insurance. There is no cost for this coverage.
    • You will also be automatically enrolled in an employee-paid LTD plan that covers 60% of your insured income (your monthly insured earnings before you become disabled, up to $16,667). You pay for this coverage. At any time, you can reduce to a 50% coverage level or decline the employee-paid coverage using Benefits 24/7.

  • Eligible employees participate in a retirement plan through the State of Washington's Department of Retirement Systems (DRS). Both KSD and the employee contribute monthly to the retirement plan. The percentage of contribution depends upon the plan selected.

    Employees previously members are not required to complete the retirement form. All employees in eligible positions must participate. An eligible employee is defined as:

    • Plan 1 – (member prior to October 1, 1977) – normally requires at least 70 hours of compensable service per month for five consecutive months of employment per year.
    • Plan 2 – (member after October 1, 1977) – normally requires at least 90 hours of compensable service per month for five consecutive months of employment per year.
    • Plan 3 – (member hired after September 1, 2000) – normally requires at least 70 hours of compensable service per month for five consecutive months of employment per year.

  • Kennewick School District offers a Tax-Sheltered Annuity (TSA) plan to its employees as a benefit of employment through a third-party administrator, PlanServ. Section 403(b) of the Internal Revenue Code (IRC) authorizes this plan.

    The Deferred Compensation Program (DCP) is a special type of savings program that helps you invest for the retirement lifestyle you want to achieve—a lifestyle that might be hard to reach with just your pension and Social Security. DCP is an IRC Section 457(b) plan administered by the Washington State Department of Retirement Systems (DRS). DCP is similar to a 403b program.

  • Flexible Spending Arrangements (FSA) and Depdendent Care Assistance Program (DCAP) are offered through SEBB and administered by Navia.

    The SEBB Program offers two types of FSA: an FSA and a Limited Purpose FSA.You must enroll in a FSA for each plan year you want to participate.

    With the DCAP you can set aside pretax money from your paycheck to help pay for child care or elder care expenses. Generally, DCAP is available to school employees who are expected to work at least 630 hours during the school year.
